A First for Indian Administration
Launched on January 6 by Chief Minister Nayab Singh Saini, this AI-based initiative is the first of its kind within India’s administrative and democratic framework. By using AI to collect and analyze feedback, the government is setting a new standard for participatory democracy.
Key Statistics and Insights
The response from the public has been significant, with over 11,000 suggestions submitted through the AI portal alone. When combined with other channels like the National Informatics Centre (NIC) and pre-budget meetings, the total number of suggestions exceeded 15,000.
Top Priorities Identified by Citizens:
- Local Governance: Suggestions regarding municipalities and panchayats topped the list with 750 entries.
- Infrastructure: 450 suggestions focused on infrastructure development.
- Human Capital: 200 suggestions targeted education, skill development, and employment.
Inclusive and Comprehensive Process
The consultation process was not limited to digital platforms. Chief Minister Saini conducted 12 pre-budget meetings throughout January. These sessions were uniquely inclusive, featuring discussions with:
- Sarpanches and Councillors: Consulted for the first time in this process.
- Elected Representatives: Meetings with MLAs and MPs concluded the process on January 27.
- Diverse Sectors: Feedback covered agriculture, health, finance, urban development, and women and child development.
Notably, the government highlighted that 20% of the respondents were women, showcasing a significant level of female engagement in the state's fiscal planning.
The Road to the Final Budget
All submitted ideas were collected and analyzed by the Swarna Jayanti Haryana Institute for Fiscal Management. From the massive pool of data, 2,000 suggestions have been shortlisted.
These selected proposals have been forwarded to the heads of relevant government departments. The final versions of these proposals will be presented to the Chief Minister for formal inclusion in the state budget, which is scheduled to be presented later this month.
